MI5 Warns Over 100 UK-Linked Academics Contributed to Research Funded by China's Spy Agency
The UK's domestic intelligence agency MI5 has warned that more than 100 UK-linked academics have contributed to research that helps strengthen the espionage capabilities of China's Ministry of State Security (MSS).
The Alert
In a Security Service Espionage Alert issued on September 30, 2026, MI5 identified the China General Technology Research Institute (CGTRI), also known as the China Academy of General Technology (CAGT), as a front company for the MSS. According to the agency, CGTRI's main purpose is to fund research that directly improves the MSS's technical capability for spying.
MI5 said the institute funds academic work in China on subjects such as artificial intelligence (AI), cybersecurity, covert communication systems, and steganography. Some of the UK-linked academics involved may not have known that CGTRI was financing the projects they worked on.
The agency said this activity supports MSS espionage and poses a threat to UK national security.
What Universities Are Being Asked to Do
UK academic institutions have been urged to immediately review any current or planned collaboration with CGTRI. They are also being asked to trace funding sources in research partnerships with Chinese institutions to make sure the entity is not involved.
The alert warns that institutions, staff, and researchers who continue such collaboration could face prosecution under the National Security Act 2023 for materially assisting a foreign intelligence service in UK-related activities.
China Rejects the Claims
The Chinese embassy in the UK dismissed the allegations as fabricated and said it had lodged formal representations with the UK government. An embassy spokesperson said academic exchanges between UK universities and China are voluntary, lawful, and mutually beneficial, and urged UK intelligence authorities to stop undermining educational and research cooperation between the two countries.
Think Tank Findings
The UK-China Transparency (UKCT) think tank said CGTRI has clear staffing overlaps with China's University of International Relations, an institution widely regarded as closely tied to the MSS. UKCT added that CGTRI specializes in cybersecurity, signals intelligence, and AI-enabled tools, capabilities it says are particularly useful for the kind of cyber attacks Chinese state agencies have carried out against UK companies, universities, public services, and infrastructure.
In August 2025, a separate UKCT report alleged that Chinese students at UK universities were being pressured to monitor classmates to suppress discussion of topics sensitive to Beijing. The Chinese embassy rejected that claim as groundless.
